Papuda is not just a prison. It’s Brazil’s largest maximum-security facility, built for a few hundred men, now cramming in nearly 12,000 inmates. Overcrowded, violent, infamous for poor conditions — it is the symbol of harsh punishment in Brazilian political life. Now reports say Alexandre de Moraes may send Bolsonaro there. Not because of new facts or law, but in response to U.S. sanctions. That means Bolsonaro’s treatment, house arrest or Papuda, is being calibrated not by justice, but by how the Us government responds. In any rule-of-law democracy, punishment is tied to the defendant’s deeds, not to the foreign policy of another nation. To adjust a sentence because of U.S. sanctions is not justice.
