Bureaucracies are risk-averse by nature, so leadership has to bring risk into the equation: the only failure the United Nations cannot afford is not trying. Peace operations need focused, realistic mandates, and member states and the Secretariat need enough trust to tell each other the truth about what is working on the ground. Much of this can be done today. I made this case at the closing session of the Challenges Annual Forum at United Nations Headquarters.
