Invoking sovereignty to defend tyrants is contrary to the very essence of the concept. In this region, sovereign power is granted by the people through the constitution. When a dictator exercises power by violating that constitution, their rule is illegitimate and not sovereign. Pinochet did not embody the sovereignty of Chile, nor did Gregorio Álvarez embody that of Uruguay. My article in Horizons:
