Iran has announced a new permit system for the Strait of Hormuz under a so-called Persian Gulf Strait Authority. Tehran accuses Gulf states of aiding US and Israeli attacks but says it remains open to talks. Al Jazeera’s Almigdad Alruhaid reports.
